本文通过对各救捞局及其所属救助站的调研，总结并分析现阶段我国救助系统存在的主要问题，找出与发达国家的差距，统计近10年来各局的资料和数据，按照救助要求在电子海图上设置虚拟站点，根据模糊数学的有关理论建立评价体系，对各虚拟站点进行评价，找出既符合救助要求，又符合实际情况的站点设置方案。
